Integration of Public Policy and Conservation Genomics: Penstemon lemhiensis (Plantaginaceae) Conservation .

Penstemon lemhiensis Keck (Plantaginaceae) is a rare endemic with relatively small, scattered populations across Idaho and Montana that appears to be threatened by invasive species encroachment, drought, and anthropogenic actions. In order to establish conservation management policy, we seek to understand the population dynamics at play. We applied a high-throughput genotyping-by-sequencing (GBS) approach across eight populations of P. lemhiensis. Using 795 loci within 8 populations, we estimated basic genetic statistics and population structure. Genetic differentiation among sampled populations followed an isolation-by-distance pattern and ranged from low to moderate based on geographic distance and physical barriers. Gene flow was detected across all populations along with low values of inbreeding. Six ancestral populations were identified with a heavy degree of admixture irrespective of geographic distance. Results from our analyses do not immediately suggest P. lemhiensis is threatened on the basis of low genetic diversity. In order to appropriately recommend conservation policy initiatives, a stakeholder analysis was applied with major stakeholders identified. Results of this study recommend conservation priority and strategy be placed on populations with the highest degree of genetic diversity as inter-agency cooperation for conservation management.
